keeps my phone from being used

Dear sir,
Trying to use search browzer on cell this same intruder
flashes a "new update for your Nokia 640 " I accidentally clicked ok. Then it starts showing porn sites I tried over and over to get out it seemed to be gone.the next day it came back on it's own, is this harrasment Legal?
