Suppose to have won money

This letter was sent to Leon Hall. It said, He was a winner of either $1,230,946.00 or $2,000,000.00. If he send $ 12.99 to ANC. I am using my PC to put this letter of complaint out for him. Leon Hall lives with me. He don't have a PC. And don't know how to use one. So, I am doing it for him. Is that OK. Thank you Arlene Smith, Leon Hall
