Received on of their award letters

Receive a letter informing me that I was the winner of a 2 million dollar sweepstakes. To secure to award, I was asked to send a check, money order in the amount of $12.99. if I have won this sweepstake why would I have t send them $12.99. I fell that this is a scam!
