Scam Sweepstakes Win

I am a disabled woman. I received this very official letter in the mail today stating if I paid $12.99 I could win 2 million dollars.
I did some research & realized this is nothing more than an elaborate scam. I want to file charges and be part of any class action lawsuit. Someone please stop these criminals who prey on the weakest of our society.
