another lucky 13570 winner?

Received my "lucky winner" letter today. Smelled a rat as soon as they required a $12.99 payment. I wonder what the common denominator is to get on their list?

$1,327,940.00 Award

I received an "Official Declaration of Award" From Award Notification Commission stating that if I sent them a total of $15.99 "PREPAYMENT FEE" stating that no purchase was necessary, etc. How do we stop this junk from coming to us at all?
