chargeback
I need information on chargebacks. Dealing with an unscrupulous company,,Baers Furniture in Florida..Having this go on for five months .Finally I got them to take back the furniture that I had been calling about from the day I got it. The store manager promised a refund and date to come pick up the furniture..it never happened. After weeks went by I had been calling daily with no one calling me back..I persisted and got a date and they didn't show up. Again made another and yes they did come to pick up the furniture..but they would give me no receipt .. nothing. They took my furniture and had my money on my charge card and no one would call me back. I had no proof of anything !! The men said they didn't have any. I made out a simple paper but they refused to sign it. After days of not seeing a credit posted to my account and calling the merchant daily and hearing it is in 'process'...and calling my bank to see if they could check further ..a customer service woman told me to put it into dispute. I did just that. Days and days went by..never having contact with the merchant I said yes do that.. and the bank made a credit to my account and called it 'a bank adjustment' . Sometime after that the credit came through by the merchant. My statement showed a balance and I paid it as I always do in full.. Ten months later that same merchant rebilled my credit card for the same furniture. I called my bank and they said the time for the merchant to deal with this situation was 60 to 120 days. There is a process she said and they did not follow it. Do I have to pay this charge back ? But I have not yet heard the final decision. Who makes the decision ? What exactly are the rules of 'chargebacks'..Are they governed by the Federal government..? Please help.
