Holding check to charge fees

I have tried numerous times to make my payment and tried to sign up on the site as directed to do, to no avail. Since there is no branch near me. So I call and they then want to charge me 10.00 dollars to pay, and no automatic option available.
When I sent my payment a week before due they hold until it late for fees.
