On September 1, 2022 I made an attempt to pay a $23.46 bill with Houston toll road, using my cash app card. Even though I received a confirmation receipt, the payment failed on their end for some reasons I cannot explain. I called them to let them know what happened and asked them if I could use a different method of payment. The customer service representative told me that my balance is zero and that I couldn't make any payment. She added that I should keep money in that account because they will go back and make another attempt to take the payment. Even though my account had sufficient funds, they never took the money and their customer service was unable to tl me why they didn't take the money. I called the bank and I was told that the toll road made another attempt on September 2, 2022 and for some reasons, they returned the money. I have no idea why they never took money from my account to clear that bill. Since then I moved from previous address. Today, November 10, 2022, while attempting to pay other some missed tolls, I notice that I have unpaid invoices with collection fees and other fees. So the bill I thought i settled on September 1, 2022 was sent to collection, and with other fees. So now they expect me to pay about $35 extra for no reason. I am very confused about this and I wonder If it was a system error or what really caused this incident with the payment. I refuse to pay
