Pulled credit without authorization

PayPal pulled my credit and it resulted in a hard pull with Equifax! I've NEVER applied for credit with them!!

unathorized use of credit report

I was just checking my credit because I'm trying to increase my credit score only to find CCB/PPC pulled my credit. Then I checked to see if it was a hard or soft inquiry and it was a hard inquiry. This is not helping me increase my score. This is not fair!!
