Fraudulent/Unauthorized credit check

I made a payment through my Paypal account for a formerly incarcerated, recently exonerated person and Pay Pall apparently made an unauthorized, illegal, fraudulent Christ check for some reason. I paid with my credit card online and never requested nor authorized a credit check. This needs to be removed from my Credit history immediately. I have filed a dispute with Equifax. What is being done about these people??? anything??
I demand evidence proving that requested a credit check!!
