double charge to my credit card

CCI Hotel Reservations is apparently a scam!
I called Americas Best Value Inn in Hot Springs SD to make a reservation, gave my credit card. When I got to hotel, they asked for my credit card to “verify” my reservation. Two charges on my credit card, one by hotel and one by CCI Hotel Reservations. I called them, they said hotel was at fault and they would fix it.
No refund ever given! I’ve called several times since then and they either put me on hold and then hang up the phone OR never answer the phone.
