If you book Cebu Pacific Airlines, and they cancel your flight, they offer a "Full refund without penalty".

If you paid cash, you do have a penalty. You MUST go to one of their Organic Offices, of which there are 8 in Manila, and Cebu City to get the refund.

They will not simply send a check in your name.

So if you live in London, Davao, Singapore or such, you are required to appear at their Organic Office, take a number, wait, and maybe get your refund. Oh, you have to spend more in travel than the ticket refund is worth? Well welcome to the Philippines where scamming is legal.
