Slow internet

Dear Celcom.. I'm a prepaid user and usually purchase monthly magic sim 2xl package..lately the internet line is very poor and I don't understands why my data usage soo f fast but the line slow like hell.. I don't care if some system upgrade that cause this problem, this is bullshit and where is our right?
