Unapplied Funds for Mortgage

I called Chase Bank - Mortgage Dept. and requested that the $230 that Chase is holding as "Unapplied Funds" on my mortgage account statement be applied, returned or credited to my Chase checking account. They said they have no way to process a credit or refund and they can only apply these funds when it equals a full mortgage payment. Are there any laws against this or any government agencies that could help me with this?
