Wrong amount on gift card

Bought an samsung s10e, was supposed to get a $100 costco gift card. It even says it when I go back to view the completed form on mypromochoice.com when I view status but only got a $35 costco gift card and it shows they gave me the wrong amount. Costco told me to go to my promo site and find out. They didnt help me at all and you cant call the place the only do it by the website
