200 Rebate/ Never received

Purchased an iPhone 6s from kiosk at COSTCO.. Verizon dealer. I have tried to reach Stuart lee Rebates as well as repeated trips to Costco. I spoke with the District manager to be told there running behind...4 1/2 months..NO REBATE..200 dollars.. I never would have purchased this phone if the rebate wasn't offered.... Is this a scam
