flight delay

Dear Sirs
My flight from Dubai to Muscat on 14th of July at 14:30 has been delayed for more than 3 hours. We falyed at 19:00. Nevertheless, flydubai didn't provided the refreshment Voucher, as per flydubai terms, or any thing to scuse about this long delay.
I would like to receive your feedback and my right as per aviation terms.
