haven't recieved

Hello, I placed my order to Flawless brows (order # 26066899) on July 8th, 2018. I still haven't received it. I tried calling their 800 number (844-771-2627) which is no longer in service. I've sent e-mails and as of today still no response. I hope you can assist me with this.
