Additional charge to VISA

Rented a van at Hertz in MSP while travelling Europe (June 24 to July 4) and took out the additional Hertz cross border insurance, returned the van without any further damage (had scratched and dents when picked up), no tickets or additional tolls and with a full tank of fuel. Would like to know why an additional 30.5 Euros was charged against my VISA 7 weeks after our return? Would also like the full amount immediately returned to our card.
