Unauthorized charge

Rented a car on September 25,2017 at Malpensa for a week. The car was returned with full tank and without any damage. Now, on February 21, 2018 this company charged me 31 Euro without any reason. What was that charge for? Don't they need to apply a letter to explain charges?
