Charged for the items which are not compulsary by saying these are complusary

Hi,

I went to take a new connection from SEETHA RAM GAS AGENCY, Bangalore and they charged me for the items Trolley- Rs 210, lighter- Rs. 205 and tube - Rs 170. They charged me by saying these are compulsary items, if you won't pay, you will not get gas connection. When i checked with multile agencies, then I got to know these items are not compulsary. Please look into the matter
