demand more money

I bought a decoder at OK Furniture in Kuruman town with an amount of R600,00 but now I'm struggling to install the dish because the installer wants more money on top of the amount a payed to come and install at my place, and I don't have that kind of money but the shop told me that the installation is included in R600,00 I payed. Please I need help. Why should I pay for decoder and dish but still want more money to install? Is it legal?
