To pay NOC for release of funds

We got a call from manish disuza that fund will be released of Rs.3465710.34 by RTGS to my bank account.after some time I got msg to my Mobile from ATM-RBIFTD ,RTGS transaction w.r.t. no.78170261437490 for INR 3465710.34 has been failed to the beneficiary account no.****4612 on 12/1/2018 from :am -RBIFTD now we got call from the officer that we have to get NOC for that we have to give rs.31500/-
