Paid deposit for minibus but had to cancel and so far full of excuses as to why it hasn't been refunded,keep promising it will be paid that day but never happens

Low cost car and van rental cancelled the booking and promised a refund plus difference if I found a more expensive replacement. Over two months later no refund of the deposit and no refund of additional expense incurred. About to send a formal letter from Which website.
