Power triping

We as residents of molemole street Naledi ext 2..
Have complain about 2 business people who have build rooms per property is 12 rooms and they using 2 phase.. We know have a problem with the main box the circuit breaker is tripping every 2p minutes.. We tried to address the issue but we have nt solution..
