Money Back not issued / no merchandise

The purchase ON MAY 2018 is for a cellphone to make incoming and outgoing calls to the Philippines.
The unit was sent but was returned to sender shipped via the US post office. I did not receive any notice from the post office or a tracking number from the company. Yet they continually charge another amount on 07/02/2018. I have called more than 5X and they come up with different excuses each time. From 1- unit has to be received back 2- it will take 7-15 days 2- it should take no longer than 3 business days 4 - system error ?????? !!!!!!!! 5- Manager not available just a supervisor - 6-Supervisor on another call ETC., ETC., ETC.,
.......
If a company can not issue a REFUND for $91.62 in a timely manner then I do not think the consumers should give them a business at all.
