Money didn't returned after unsucceed work

Respected sir,
I had given 3000inr money for work on website www.panditsurajgour.com
He have contact no. +919780073311...but the work didn't succeed as they said he will return money after a week but after a week he refused to refund
I need that money coz i stuck in a trouble.

It's a humble request to take quick n touch action against such fraud.
