Won't Allow Me To Exchange for the right part

It seems the service writer/manager here is Las Vegas Blvd store is less than honest. I was charged over $100 for a simple fuel filter change (the part I previously paid for) and it took about 15 minutes total time. Had I had an estimate before hand I would have done it myself.
