Never received my order

I ordered and have payed a cloth from Perfect Quality Shop (Mainland) on 23 September 2015 with order Id 69107078879157, but I never received the cloth. My massages were never replied. I don't know where I have to complain to. I don't know how Aliexpress can do to protect the buyers as the buyers complaint is replied by machine.
