Billed for nonreceived products

I ordered a 10pc Cookware Set and Stainless Steel Roast Pan from Publisher Clearing House. I never received the products because they were re-routed to an address in Texas and yet I am being billed for the items. I've sent Publishers Clearing House a letter (2x) about this matter and it still has not been resolved, yet they continue to bill me for the items.
