ATM VISA CARD NUMBER HACKED AND WITHDRAWLED MONEY

Iam s.venkataswamy, ExArmy person, I have cancelled my Train ticket and tried for refund and opened consumer complaint sie,,Railway enquiry site which i did not know properly.Some one called me for my mobile number and asked my credir card number and also told me to tell OTP NUMBER for refund.Like that he asked several times and i told all OTP numbers, finally i got doubt and checked my account balance in net banking and found 40,000 rupees are debited from my bank account. I immediately blocked that credit card and sent message to his number, he said that server is down, and your amount will be credited on monday. I told him i already blocked my credit card,he said pls give another number then i wiill refund the same, then i i gave him another IOB card number in which i have 2300 Rs balance. Still he is replying to my message by his phone his phone number is 09592858899.I had kept this money for my daughter education. PLs kindly help me.
