They want payment for luggage release

My name is Vuyiswa Rose Dlamini I was told by Steven Owner that he has shipped some parcel for me but later on I received an email from speed express courier in USA saying I need to pay $950.00 in order for the parce to be delivered so I dont understand if its a scam or what can you pls investigate I will send the documents that was sent by Steven Owner to me.
