Incorrect Account Set Up

I called in on December 5 to request a simple transfer request from my old apartment 1901 Knightsbridge Rd #4106 to 1901 Knightsbridge Rd #4306. I was routed to Customer Care as they would need to process the request as the first line could not. I was told the matter would be resolved today December 6 and I would get a return call. After not receiving a call, I called back to Customer Care and spoke with the Supervisor Bruno. I was advise no work had been done to correct my account and that he would need to escalate another request to have my account corrected. Bruno advised my account was not set up properly and some characters are in Roman Numerals. Regardless of the issue, my complex management has given me 48 hours to get the my electricity account transferred. My 48 hours ended tonight December 6th. This issue is still not resolved and I have not been provided an ETA. If my apartment complex bills me, I need for Startex Energy to cover that cost. Not receiving bills

Although we called to report not receiving StarTex Power bills at least two times, we still have not received a bill for over four months! We were receiving them, but they dropped out of sight after December 2013. The two stories we were told were: 1. there is a new billing system or service and they have not caught up yet and 2. Oncor is not reading the meters. Which is it? We were advised to go ahead and estimate the bill and pay online and we would receive a confirmation email of payment. We paid online, but we did not receive confirmation email. What's going on?
