STC-Receiving Monthly Billing without Installation & Using of Service

Dear Sir,

I am Receiving Monthly Billing without Installation & Using of Service.
In the month of April 2013 I have Contacted STC for Internet Connection I received a land-line Number through SMS 12135834 and the next day technician came and said due to unavailability of port in the DB box they cannot install the service, I said OK no problem close my request I don't want service anymore. Then Suddenly from Jun 2013 i am getting bill of internet connection. Since Jun I received the every month SMS for bill, I contacted STC many times and raised a complaint request but still they did not processed my request and I am receiving bill for the Service which is not yet installed and used.
