Number of cigarettes

I have recently brought 100 pack of sterling cigarettes but each pack contains 17 each. I am disgusted!! I have spent near enough £35 for 100 but actually get 85. Why is that??? Plus the packaging says 100 on it where as the actual boxes say no amount. Please tell me why you are promoting it as 100 packs when actually it's not, surely this is illegal. Please explain your selves!!!
