Only 17 cigarettes after paying for 20

So today I opened a pack of 20 sterling dual to only find there was 17 in the pack this has never happened to me before there is clearly something going on with your production at the moment. If i am paying for 20 I expect 20 cigarettes in the packet. The packet was clearly sealed the right way to. If this happens again I will be changing brand. 18/11/2015
