17 cigarettes in a 20 pack

Bought a pack of 20 Sterling Dual cigarettes unopened and there are 17 cigarettes instead of 20. It doesn't say anywhere on the box how many are supposed to be in there but I wasn't expecting 17! What are you going to do about this?
