Not in a clump and all block up to wet

I bought some tobacco on Sunday 4th July 2021 it was around 20.30 and I got the tobacco opened it when I got home it wasn't I'm a big clup like it normally is it was all loss every time I light it goes out it want in a plastic film and didn't come with papers like it all ways does.
