purchased a multipack of sterling cigarettes and a box had no cellophane round it and only 17 cigarettes in it

I purchased a multipack of sterling king size on wed 17th June from temple fields Tesco in Harlow Essex. Upon opening them when I got to the 3rd pack there was no cellophane on them and there was only 17 cigarettes in the pack.
