Rent Increase

Received an official letter of rent increase (90 day notice). The letter states annual 3% increase. The dollar amount equated to a 4% increase. When I brought this to Sun's attention, they told me it was an error and that the amount is accurate based on the allowable Los Angeles increase for 2019 to 2020. I was never notified of the change in the increase and the letter which i believe should be binding states 3%. They think they can just fix their error. I am not in agreement the letter specifically states 3%
