I applied for a paypal account. What is Syncb/ppc and why would I need it???

Balance owed to Paypal

I have no idea why I owe paypal over $6,000.00. I can not even remember the last time i used paypal. why did i not receive any letters or an email?? i want this taken off my credit report.
