Bad internet quality

My internet speed is 5 mbps and i found out that its 15 mbps from speed test program i talked to the company and they told me that its an untrusted program so i asked them what should my transfer be since i'am on 5 mbps they told me it should be 400-580 kbps and i found out that its 2 mbps !
