missing refund

I called tjmaxx a month ago about an extra payment I made to my bill after I had closed my account. I talked to a gentleman who was very helpful and told me he would have a check sent out for the overpayment plus $25.00 for my inconvenience. I am on a strict budget since an injury that has prevented me from working. I was told the refund would take @ 10 days. It has now been a month later and all I've received is a bill with a credit on it. After being on the phone with that machine for 10 minutes @ this I was told to call back during business hours then was asked by machine if I wanted a refund. Very upset that this problem still hasn't been taken care of and there isn't anyway to talk to someone to remedy this. I love shopping at tjmaxx but the way this has been handled is costing me money in late payments for other due bills.
