Loan payoff holding funds

Ended my lease by buying out my contract on 11-16-17
Although Us Bank received my other certified bank check on 11-20-17 according to their payoff letter they are STILL sitting on the check and even better they automatically withdrew another monthly pymt of $509 on Dec 1 and WONT reverse the ACH or give me my money back until I sign some papers WHICH they never sent ....this is total crap....payoff my loan with the other bank that YOU HAVE and give me back my $500.... Ridiculous
