Totally scammed

On the 3rd of Sept 2017, I registered online from an advert to enter into a US Green card lottery.

On the 5th of Sept 2017, a officer by the name of David Elias ([email protected]) called me & followed on my application. He assured me that this is an application with definitely a chance to get into US. And then it was the payment which I was surprised. I said OK initially. Then, I provided my credit card details.
David was keen to perform the transaction, of course with my approval. The amount was USD 1462.00.
I thought since the call was from US, these should be done ASAP. I've seen the USAFIS name on many websites.
At about 11 AM Malaysian time approximately, the transaction was performed using my credit card.

David said that he would call me again later. I received the payment notification on the registration and registration number (164696468)
After about 4 hours, I did some research on USAFIS. What I discovered was a horror. This looks like a controlled scam to fool applicants that they’re the official agency assigned by the US Govt to manage the US Green Card lottery application.
I straight away emailed David on my decision to cancel my application the soonest. David called me in the evening later to tell me that he will get some to call me urgently to process what I want done. All I wanted was to CANCEL my application & proceed the refund process right away.
After 2 hours of waiting, I didn’t receive any calls. Then I thought for the worse. I called and demanded to speak to an officer to reverse my application. They put me on wait until it got disconnected.
I called again and had to repeat my case. I spoke to an officer & he said he will get the customer service to help me out.
The next day, I got a call in the evening time. Spoke to an agent with a Filipino accent. She was insisting why I want to back out. Why then did I proceed to apply in the 1st place.
Then she said, she will refer me to her manager to look into my case. From now I know this. When they wanted my money, the card was swiped right away. When I wanted a refund & cancelled my application, it takes ages to process my application.
The next day, I received a missed call from the same USAFIS number: +1-646 6682991. The ring lasted only 1 time for me to react.
A few mins later, I received an email that they were trying to reach me but can’t. This same operation was done the following a few days.
I sent several emails stating my preferred time to call so I can be ready. But that didn’t happen. USAFIS will call at obscure times & the ring would last 1 or 2 rings.
I’ve also sent an email to the director at USAFIS, without any reply.
OK – it was my attempt to try the lottery. But I didn’t cancel the application after 3 days or 1 week. I cancelled it within 4 hours. The amount in Malaysian Ringgit (RM) was in excess of 6500.00. This is a huge amount for Malaysians like me.
Why is it so difficult to cancel the application ?
Can I receive even ½ of that amount back ?
Grateful if my complaints can be looked through by someone.

Unauthorized charges

At 7/1/2013 i started an application for US green card on USAFIS site and i stopped when i found that i should pay fees for this application, 20 minutes latter i received a call phone from one of USAFIS agents asking me personal questions and completeing the regitration and my profile met the standards and she needs my CC number to complete the registration and there's no charging right now and the charging will be only $171 and they will not charge my card till i authorize the deduction, so i accepted that and as i gave them the CC # i received a message from CIB ( my bank )that they charged me for $ 971, i told the agent at once that i didn't authorize to make charging and the fees you told me is only $ 171 not $ 971 and i want USAFIS to refund my money back and i don't want any service from USAFIS

Summary :

The agent said the fees is only $ 191 and it's not in the registration phase and she will ask my authorization before charging it on my account and they charged right now with different amount ( $ 971 )
and as USAFIS didn't provide me with the required service yet as the registration for Diversity Lottery Visa is closed right now i want to cancel this transaction and USAFIS refund my money back

Fraudulent business practices!

Fucking scam organization that US government won`t close because they secretly hired them and they make money on innocent people in this way, they`re nonentities and criminals they should be enjailed but won`t be coz as I said they work for US government secretly. Also fucking show-offs who think all your country is shit and US is like a world centre or smth but it`s not true, fucking almost shitting on the phone from proudness and say "see u in New York" although they`re in fact in Israel or some other country and robbing all your money knowing they won`t be punished for that. Would beat the shit out of these people if I could!

if this is an american company (actually situated in isreal) why did they charge me in EUR? instead of USD?, and their headquarter address is actually UPS! they dont offer refunds? why cant you refund our money? is that cause as a scam artist you have already spent it? Their needs to be a petition of some sort to bring these people down and get our money back! if you offer a service and the customer is dissatisfied you should offer a refund - dishonest people dont offer refunds for a service that is complete crap and has no benefit to the customer..

No fee is charged for the electronic lottery entry in the annual DV program. The U.S. Government employs no outside consultants or private services to operate the DV program. Any intermediaries or others who offer assistance to prepare DV entries do so without the authority or consent of the U.S. Government. Use of any outside intermediary or assistance to prepare a DV entry is entirely at the entrant’s discretion.

The Department of State strongly encourages applicants to complete the application without the assistance of “Visa Consultants, ” “Visa Agents, ” or other individuals who offer to submit an application on behalf of applicants. In many cases, these facilitators substitute their address for an applicant’s address and thereby receive the selection notification instead of it being received by the actual applicant. Subsequently, the visa facilitators extort money from the selectees in order to receive the notification information that should rightly have gone directly to the DV selectee.

As I said before, our service is mostly for those who do not have a great command of the English language, the proper computer tools, or do not work well with timelines. For a small fee, USAFIS ensures a person's application qualifies for the program. - THIS IS CRAP AS I WAS TOLD ON THE PHONE THAT GOOD ENGLISH IS A MUST!! THIS IS A LIE!
