got a mail from RBI

my name is yogesh v r and i got a mail from,
106 GROSVENOR SQUARE
NEW DELHI W1A 1AE
INDIA.
Customer services,
Our ref: Rbi/Acct/Ptm/2014
Payment file: RBI-DEL/id1033/14
Payment amount: ((40, 014,667.91INR))
and they are asking to pay an amount of 17, 500.00 in cash , and they will transfer the above mentioned payment amount to my private account.and they are asking for details of account number , is this message really sent by RBI governament of india
